advice on the most suitable hardware and code to interface to a CAN

I know nothing about CAN networks, but there are AVR processors with CAN hardware capability built in. That might give you a start. Be aware though that there is a lot more that you need, like the exact description of the data, so you know what is being sent, and where it is in the data stream. Hopefully the model signalling system has all that well defined, and you have access to the specification.
