We drive a atmega128 with 16MHz ext. crystal and need a 7MHz signal from timer0 or timer1, but the maximum frequency is 2MHz. what's the problem?

There isn't a problem with the AVR... it isn't possible to generate a 7MHz output from the AVR running at 16MHz - see the datasheet sections on system clock options and the timer clock generators.

You will need a separate crystal oscillator or some kind of PLL/DDS clock generator to get a 7MHz signal.
