Hi,
In Ultiboard you can put a BMP on the pcb.
Ultiboard is not freeware.

Hi,
Ultiboard is a software package used to make PCBs. You would have to buy it to use it.
What software are you using to make your PCB files? Maybe you should contact the software manufacturer to see if they can help.
Shy of that, if it is a simple picture, you could simply make a part footprint. For example, I know a guy who made a "smiley face" in his parts editor using circles and arcs. He then "places" the part on the PCB.
