FSK = Frequency Shift Keying, a digital radio data modulation system.

There are lots of low-power radio modules that will do all the modulation and RF generation for you - see RF Solutions, Radiometrix and plenty of others. There are very simple modems which you have to sent properly formatted data to (see Manchester coding etc), and others that you just connect to the UART (serial port) on the AVR and sent it whatever you want. These modems have a range of up to a few hundred metres.
