You can find a freeware edition of Eagle at www.cadsoft.de. It is a Schematic and Layout Editor. The freeware is limited to a PCB of 100x80 mm and 2 Layers.
You can find Target 3001 at http://www.target3001.de here is also a freeware edition limited to 400 pins.

Arrrr and of course this:
I make 2 Layers like this:
Print the layout on a Laserfilm. Make one side of the PCB (I use a Nitrophot Lamp with 250W, time differs with the distance!) and drill the holes. Then you put the film of side two on the board so it fits on the holes and make the second side.
Making the PCB is a dirty job. Be very carefull with the chemicals!
If you have glases to protect your eyes: USE THEM!!!
Use gloves to protect your hands/fingers.
Be shure you wont inhale the steam from the chemicals!!!
Read the saftyinstructions on the chemicals!!!
I use NaOH for the photoresistant film on the PCB. This stoff you put in the Toilet when it's congested. This is realy quick so pay attention.
Clean it with lots of water.
To get rid of the Kopper I use Natriumpersulfat (Na2S2O8). You need to heat it up to about 50°C to 70°C. Bee carefull with handling Natriumpersulfat is acid!!!
Clean it with lots of water!
Everithing I need I bougt at www.reichelt.de (PCB,ACID,Drills...)
Make some tests with the lamp and the amount of NaOH and Na2S2O8.
When you've finished you will have to get rid of the chemicals. You may not just thow it away, you'll have to dispose it environmentally compatible (www.leo.org translation....).

There are processes available but it doesn't pay off. The equipment is expensive, the chemicals tend to make a mess and you still end up with a sub standard pcb w/o solder stop or protection of the traces. There are several pcb houses in the US and Europe which make prototype boards in reasonable quality and prices and you will have solder stop and screen print. Just to mention a few:
- Europe: www.olimex.com (they ship worldwide)
- US: www.4pcb.com, www.pad2pad.com, www.expresspcb.com
Olimex charges $26 for a 100x160mm double sided board and you can fill up the space with as many designs as you want (0.5mm gap in between). They even panelize the board for you and accept Eagle .pcb files. The only quality issue I have with them that they don't cut the boards exactly on the boarders and they have the dimensions in metal on the board which can lead to shorts on board edge connectors. The US companies are higher quality but more expensive too.
