Check the details from the Atmel site on that processor for how the brownout works.

Normally you select a voltage just lower than your supply voltage, then the processor resets at the earliest possible moment, before it runs amok and the robot its controlling cuts your head off Twisted Evil

To expand, you should set the brownout level just over the min voltage at which you expect the whole system still to function. Yes the processor might still work at say 2.7 volts, but will the rest of the system respond to processor signals at 2.7 volts ? If not, you should set the brownout at 4.3 volts.
