I would like to know how to start with this chip AT83C26

and use the 90S2313 as a host , but the software driver for that chip is write in C language. Please let me know if someone can help to write a driver in Bascom AVR.

Hi,

A smart card usually contains an embedded microprocessor.

AT83C26 is a smart card reader interface. Once you have written a
driver for it, then you will be able to exchange data between a
smart card and the host. Before you can do that you will have to
know how the smart card works. (Know what to send to the smart card).
Note that this much more complicated than writing a driver for the AT83C26.

The 90S2313 does not have enough memory and does not have hardware TWI.
