BasCom 2085 update

An update of the setup had been made available.
This update has the same version, only the compiler is updated for xtiny ERAM constant support. It also fixs an Xmega com port problem caused by DB support.
It also has some updated DAT files and more important an update of mcs.lib for fixing INSTR() bug.

you need to manual download/install.
The IDE was supposed to support scaling but that did not work correct for all cases, this is still under development and will be fixed in 2086.
Problems can be reported to support but notice that we are closed for holiday from 7 Feb

yes, that is a bug. the IDE was not updated. as written, it will be updated in 2086.
