check if you have write access to the folder where the settings are stored.
- click Help , About
- click XML data folder link
- explorer will open : check if this user folder has write access.

what is the path of the folder?
it should be a user folder with roaming, and these are writable. Win 8.1 did not changed that.
Do you have some special setup?

I made my own little software (other than Enigma and Font Maker) so I know little about installers.
If You do Right Click on installer (when installing) and choose "Run as administrator" then programm installs another way.
In normal way Windows Sandbox is used and some things working different. (Eg. Roaming or Virtual Store is used)
When install as administrator the programm is "resident" exactly on C:\Program File and program can manipulate other files better
This way I have installed also Eagle and some other programms.
So if You trust this application You can try install as admin.

and..on the end If You Right Click on Installer and choose "Resolve compatibility problems" then program will be installed propably like for WIN XPSP3..and this is another way
Everything is set when programm install

My path is C:\Users\MyName\AppData\Roaming\MCS Electronics

but folder MCS Electronic is always "only for read" , I run Bascom as administrator ,but this not resolved my problem
file "bascom-avr" not have attribute "only for read" here is good , but bascom don't remember settings
my win8 in normal home edition.
Install as administrator also not resolved problem

yes folder is read only, but the files in the folder are not. try to create a file in the folder.
And check the properties of the xml file.

- installation always must be performed with admin rights
- the first run also need to be done with admin rights.
- after that you can run as a normal user, just be aware that files you create/save need to be stored in a folder which is writable, such as the user documents folder where the samples are stored too.

if you can not solve it, you can contact support

aha, that means the file was corrupt. deleting the file would have solved it too.

I think about one strange issue and I solve that with couple of tests
If Bascom is OPENED and in windows Explorer You click somme BAS file then File is loaded into Code Explorer like next opened code.
If You close Bascom and Open again then all files are loaded again correctly but not that one "clicked" Bascom not remmember only Clicked (opened from Win Explorer)
Next is that IF BASCOM is CLOSED then clisk on file open it but and You can work with this. But when You close Bascom and Open again, Code Explorer is empty because Files opened before with click are not loaded.
