If I look at the WebTiger from www.achatz.nl and unplug the RJ45 cable, I see the LINK-led going off. So I think it should be possible to check if a cable is inserted and if there is a link to a switch.
Perhaps check the datasheet of the ethernetcontroller. Specially the LED's. Perhaps you can connect this signal to an input on your microcontroller.
in my opinion ther are two options to check is there connected cable
first option is to connect to microprocesor to rtl8019as pin60 or 61 or 62 or 63 because that pins are showing status of connection but i dont know which led showing it
second idea is to ping some ip adress and when ping is working then cable is connected and when there is no ping then cable is not connected but in this option pinged computer/slave device must be on whole time
