Strange thing happening with Commenting

When I use the " ' " to place comments it does not appear but then if I hit it a second time two appear even stranger if I move the cursor to another line then hit it the second time they both appear on that line no mater how far down/up it is. Using windows XP.

Ok bit more .. If I place a comment by using " ' " then type text after it all ok but if I want to just comment out some code I have to hit another key after " ' " to get it to work now if I cut and paste a " ' " it works not a big deal but thought I would mention it!

it depends on your windows settings.
try other code page or keyboard language.
you will have this problem in other editors as well (word).
