I use M168s in a number of different projects, probably 12 different boards. I use the STK500, and do not have any issues [well, lots of issues, but none relating to this problem].
I use both the M168, and M168P. For programming, I use Studio 4 - a free programming platform from Atmel. Try using Bascom to generate the .hex file, than programming from Studio. This morning, by error, I had Studio set for the M164P, and it still correctly programmed an M168P.
Seems you have something wrong in your setup. |

I have an STK200/300 parallel port programmer and another homemade jobby that is described by arduino and termed "dapa", both of those will work with WinAVR. But from what I understand, they won't work with AVR-Studio. Studio, it seems, requires the more expensive STK500.
The 168's that I had problems with are two that I attempted(and failed miserably) to use with arduino. They had arduino bootloaders. I don't know if that is a problem, but when I tried to program them with WinAVR, I got an error message that said, something like: Can't id the microcontroller Atmega168, expecting "xxxxxxx" for Atmega168 and getting "yy y yy".
Today I successfully programmed an attiny13 with WinAVR and using both of my programmers. It appears that I will have to start over with new atmega168's. Or figure out a way of resetting those arduinoized 168's.

What package do your use [DIP, SOIC, soic]?
I can send you an M168, but I only use SOIC or TQFP packages [ in this case, it would be the TQFP].
If you have DIPs, if you send them to me, I will try to "unprogram" them for you, so they are "new."
