You will have to post more details about what you are trying to do. What eeprom ? How are the LEDs connected ? What have you tried so far ?

hi
i want to make a runstring or signboard with common anod led or dotmatrix so now i dont know how i must get start what the hardware of this project is and other thing of course some body told me use shiftregister like 74299 and an EEPROM like AT24c1024 , so now what should i do??

Sorry, I dont have the time to do designs as free advice. You will have to study some electronics and learn how to put a project together first. Lots of good info on the Web, and in books. But I suggest you start with something simpler first, like how to wire up a few LEDs and get them to flash from a processor. Then you can build on that to more complex things.

thank you my friend but my aim is to make that and i'm doing some researches for that and i will make that soon ,however, i made 8x8 one .

dear friend !
you can use internal eeprom in avr for 1000000 times !
but u can connect an external memory to some chip . Sample : 8515 or 8535
You can Find that interface in bascom-avr reference
