yes normally that would be true and it is for almost all parameters.
but since the mode is important for the baud calculation, it must be provided.

you forgot to specify the mode : Mode = Asynchroneous

you do not provide much info. but how did you set the fuses? and share the circuit. that something else works does not mean everything will work.
