Solution 1.
Problem is that Windows don`t load new instance into "icons you may choose" so for new Bascom instance better is choose "search/explore my computer for open this file" and choose EXE file ... |

can you try set up default program for .bas something else , for example notepad ?

which window do you use?
Maybe you need to be admin to set the file association.
The normal way in Windows 10/7 :

I had a similar problem, it is problem with noice - solution: put 2 capacitors 470pF from ground to RS and to E pin of LCD display...

you should compare the 2 lcd data sheets.
Some brands/models are more sensitive to noise. So use short wires and follow the other advise to reduce the clock.

The P and PA are exact the same chips (according the def file) except for the chip ID.
