it is not a bug. you can find it in the datasheet.
i have no idea why they changed it for that line (E5) since indeed it is not like it used to be.

Your guess went wrong.
And btw., an interrupt flag register is something very low-level, Bascom builds only on that layer and does not change behavior of the chip.
You would have found out, if you'd had asked yourself how other AVRs work: the appropriate interrupt flag is usually cleared, as the interrupt vector is executed.
Now, what "bug" would enable Bascom to set an interrupt flag which was just cleared by execution of the vector, and moreover, a flag which can only be set by the AVRs hardware?
